When buying a HDB with COV cash over valuation eg.
purchase price $500K
valuation $450K
COV $50K
eligible for grants $50K

can HDB grants be used to offset COV since HDB grants are used to offset the purchase price? Or must I first pay $50K in cash, then the grants can be used to offset the balance?

cash over valuation needs to pay in cash, cant be covered by housing grants.

Hi,

1) The term COV = Cash-Over-Valuation tells you that this is "cash" only.
2) This amount of cash will be paid on the completion day. The HDB will give you clear instructions on how this is paid.
3) Your grant can only be used to pay the 10% down payment if you are taking an HDB loan or a 20% down payment if you are taking a bank loan.
4) This grant can only be used just like your funds under your CPF OA.
5) So take extreme cautions on this COV thing, and do not over-commit.

Sorry to inform you that it does not work this way. "Cash Over Valuation" as the name suggests, has to be paid using CASH.

Th Grants you are eligible for will work towards the balance downpayment and to offset the purchase price.
