Regarding the first part of your proposal, HDB policy unfortunately disallows part-share transfers between spouses, so if the Hougang HDB is currently jointly owned, it will not be possible to simply move the ownership to your name.

In the scenario you are describing on another property for passive income considering ABSD, there are indeed options you can consider. The FH one-bedder you have thought of is one option for passive high rental income, while there are also numerous other options that could be better positioned for your circumstances, which I can share with you.

Firstly the transfer of HDB ownership towards your sole name ownership is unlikely to be possible, as HDB requires a family nucleus (ie. married couple) to be eligible to keep the HDB flat. Such Transfer of Ownership to one owner is only allowed for special scenarios like financial hardship, death of joint tenant, divorce etc. , so it is unlikely to be allowed for your scenario of property portfolio planning.

As the hdb is already 40+ years old, with the balance lease gradually trickling down, it might be a better option to consider letting go of the HDB instead to free up your name to purchase the other private property. HDB prices are currently at all time high, and houses that are too old with shorter balance lease will increasingly become more challenging to sell and may not fetch a better price than current prices. That way, it avoids the ABSD as well. Imho paying the 20% ABSD slows down your property wealth growth and returns on that asset, it will be ideal to not to incur that instead where possible, and selling the HDB will free up your name to purchase as a 1st property instead.
