Hi,

1) When comes to buying any private property in Singapore there is no requirement to dispose of any of your overseas property.
2) By owning multiple overseas properties also will not increase the ABSD, because the ABSD rate is tabulated according to the number of residential property count in Singapore.
3) It is only when buying an HDB flat, that the HDB required buyers to dispose of all local and overseas residential property. This is to ensure that the system is not been abused by those who could afford private property.
4) All the above is applicable to foreigners, permanent residents, and citizens.

It's NOT mandatory to sell off your oversea properties if you convert to Singapore Citizen. You are only required to sell the properties if you purchase a HDB resale flat.
