You can only buy when you turn 35 years. It is definitely too early to embark on a search because you cannot commit. You may apply for a bank loan.

You can only "Register your intent to Buy" earliest on your 35th birthday, which means you can only get issued the OTP earliest on your 35th birthday.

It is too early to start your search for a HDB now. However, you could still explore other options, which may makes more sense for you, given that you draw a healthy income.
