Afternoon Heather,

Commission payable to servicing agent is always negotiable. However, if you have signed the commission agreement, it will be slightly difficult to work out the commission payable. On the other hand, if you do really feel that he does not deserve the 1%, and you have evidence that he working against your favour, you do have the rights to complain him to the CEA.
As for your other question, newbie tends to know lesser than the seasoned players. Hence asking your way through and watching how he perform, during the initial meet up, can give you some clues.

HDB don't gover agents, the correct authority should be Council Of Estate Agencies (CEA) www.cea.gov.sg

I have suggested you to approach HDB is to seek advise on the procedure that you do not wish to have the completion during the month you mentioned and not on dealing of the agent representing you.
