The rental market is based on the recently transacted rental of the area. A property agent is there to negotiate the landlord's asking price and what the tenant is willing to pay.

That statement is not true at all. It always voice down to willing tenant and willing landlord. I have rented out high floor units before and the rental is so much cheaper than the lower floor cos I fought hard and negotiated for my tenant.
