Hi there, thanks for writing to us on AskGuru.

You will be eligible to keep your HDB flat and purchase a condominium after you have met the 5-year Minimum Occupation Period (MOP).

As such, there is no need to sell your flat unless you do not have sufficient cash and/or CPF to finance your condominium purchase.

In such an instance, you will need to sell your flat before receiving the keys to your condominium.

If you are referring to private condo, you need not sell away the condo if the finances are comfortable actually. However, if you need the sale proceeds from the hdb for the condo downpayment, or prefer not to incur the ABSD upfront for the condo, then you would need to sell off now so to make the purchase possible.

Unless you're a SPR/SPR family nucleus, you do not actually need to sell off your HDB flat if you purchase a private condo.

If you're a SPR/SPR family nucleus, you will be required to sell off your HDB flat within 6 months upon the condo's TOP.

Do take note that ABSD applies for buying a second residential property. LTV and TDSR is also taken into account should your HDB flat is still under mortgage loan.

Dear Sir/Mdm,

It will depend on several factors:

1. Whether you have sufficient funds to complete the purchase of the condo. If you do not need the sales proceeds and CPF refund from your HDB to fund the purchase, then you can sell the HDB later when the condo is completed.

2. If you purchase the condo with both names as a matrimonial home, then you will need to pay the ABSD first and you will be able to claim back the ABSD if you manage to sell off your HDB within 6 months of the TOP of the condo.

3. It depends on whether you have an outstanding loan for your HDB. If there is a loan, then for your condo purchase, you will only be allowed to loan up to 45% which significantly increased your cash outlay.

Legally speaking, if you are a Singaporean, you need not dispose off your HDB in the first place. However, the ability of you to finance the condo (downpayment and progressive payment), 12% ABSD which you have to incur on 2nd property purchase which is refundable only after you sold off your 1st property (1st property needs to be sold at most six months after 1st property TOP) and reduced loan quantum if your current HDB loan is still outstanding renders this option as not practical for most Singaporeans. There are multiple factors to determine how you should do:

1) SC with SC/SPR family:
(a) Finance: ABSD incurred when you are buying your 2nd property of 12%. Although you can remit it upon selling off current HDB if you are buying under you and your spouse's name, aka matrimonial home. But have to fork out ABSD upfront when you commit to the condo.
(b) Loan: You are only eligible to max 45% mortgage loan if you have an existing mortgage loan with current HDB.
(c) If decided to remit in a later time. You have to sell off your current HDB flat within 6 months upon TOP. Note it is the official TOP date that counts, not the key collection. Your key collection might be 1 month later if your condo is a big-size project.

2) SPR/SPR family:
(a) You are not allowed to purchase 2nd residential property when you own an HDB flat.
(b) You are only allowed to commit to the next property upon selling off the current HDB flat. Otherwise, you will be infringing on HDB policy, the highest penalty is facing force takeover by HDB.

1. If you are not selling your current HDB and buy New Launch, 2nd property ABSD will apply.
Alternatively you can consider to apply for 2nd ABSD remission if you can meet the conditions
2. If your current HDB still have outstanding loan, max loan for next purchase will be 45% of property price
3. You does not need to sell your HDB if your family is Singaporean household
