My husband is a co-owner in his parent's HDB. We tried to take his name out by replacing him with his younger brother, but the HLE was rejected, on the grounds that the family may not have the means to finance. His father is 67yo bankrupt, working ($3000/mo), and paying the monthly mortgage. His mother is around 58yo, earning about 1500/mo doing odd jobs while his brother(21yo) is doing part-time jobs while waiting NS. My husband does not contribute to the mortgage (cash/cpf).

I'm not sure his family can get a bank loan given above conditions. Is there any way for us to appeal HDB's decision, or is private property my husband and my only choice to owning our own home?
