Hi,

1) The HFE will tell you the following info:
(a) The HDB loan amount available. This is applicable to both BTO/SBF and resale flat.
This amount is tabulated according to MSR (Mortgage Servicing Ratio). It allow you to utilize 30% of your active income for servicing home mortgage.
(b) The grants available if you decided to buy a resale flat.
BTO only can receive EHG.
Resale flat could be eligible for family/single CPF housing grant, EHG & PHG.
(c) The type of BTO and resale flat you can buy.

2) You add up the funds in CPF OA + loan + cash = purchase price (budget).
3) The budget will tell you what types of flat and the possible location you can choose.
4) Now, you just need to consider which is a better option for you.
5) If you can wait for another 4~6 years to own a flat, then apply for BTO.
6) If you need a flat within the next 6 months, then you have to consider buying a resale flat.

You can check under New and Resale tab in the HFE letter, it will state all the categories of flats available that you are eligible to purchase.
