You can negotiate the terms and conditions with your agent too for renewal fees applicable, and if you decide that you do not wish to pay any agent fees during renewal, then you can opt not to proceed with this offer. If you look into the Estate Agency Agreement that is a regulated form, the agents fees during renewal forms part of the clause in the agreement but it is not a dead clause but open for discussion and agreement.
Nevertheless, I do charge agent fees during renewal for all the rental transactions that I have done, as I will be servicing the needs for landlords and tenants whom I represent throughout the duration of tenancy, wherever required.
