Yes you can purchase another resale HDB, however for the first 5 years you are not allowed to sublet the whole unit, unless special approval is granted by HDB to allow renting out of whole unit within the MOP period. It will not be an issue for private properties.

While you are allowed to purchase a resale HDB, you will be disallowed to rent out immediately within the 5 years MOP unless with approval, and given the scenario you have provided, it is quite unlikely that HDB will grant the permission to rent out the apartment immediately after your purchase. HDB home owners under MOP will only be allowed to rent out the spare bedrooms of the apartment as they are required to be staying in the apartment as their home during this period.
