It's not a practice governed by CEA.

Dear CS,

Referral fees are negotiated between the referee and agent, therefore there is no cap or standard for such practise. If the final commission that the agent gets is big, I am sure he/she will not mind giving out a bigger share, provided that he/she has not spent a bomb marketing the unit.
