As it's for investment, you have to look the possible growth, in the estate and the infrastructure. As for Bedok, unless you purchase a unit near the Bedok MRT station or the upcoming Downtown Line, I presume there should not be much major growth. But the standard appreciation comes along, as it's a matured estate.
As for unit in the Central, it's unlikely to have any growth, just the simple price appreciation. And do look out which area of central you are buying, as the resales of some area can be difficult.
Do also work on the buying price, against the possible rental gain, and your period of investment.
