Hi, generally foreigners are not allowed to buy landed houses in SG mainland, unless with special permission from the authorities based on some very stringent criteria. Deals have been known to fall through and deposit forfeited because the permission was not granted, hence it is not a risk i would advise you to take unless you have something in black and white.
The difference in tenure is that you are officially buying a property for 99 years only (which is leasehold), as compared to freehold means you hold the title deed forever.
Most foreigners buy private condomiums for the purpose of investment.
