Afternoon Ronnie,

During the Minimum Occupation Period, yes. You cannot purchase another private property.
However, once you have fulfilled your MOP, you are eligible to purchase private property, provided your financial status permits.

Yes, you just have to fulfill the Minimum Occupation Period, and the period varies with the date of purchase and also the different loan/grant status.
