Hi,

1) Was the 2 HDB flat bought a BTO/SBF or a resale flat with grants?
2) If the answer is positive, then you are correct that you are considered as 3rd timer. Otherwise, you could be 2nd timer if any of the previous purchase was not subsidized flat.
3) If you are considered a 3rd timer, you cannot apply for a BTO with your wife now.
4) Even an essential occupier has to comply with the requirement of not enjoying 2 subsidized HDB.
5) You may try to appeal to the HDB for humane reasons.
