As a single PR, it is most likely that you do not qualify to buy any HDB flat.
As for private condo/apt, the price depends very much on location, lease type, age of the property etc. In any case, as a single, do you need a 4BD unit? The quantum amount can be high despite a low PSF. For example;
1200sqft x 800psf = $960,000
Mind you, it can be tough to find a suitable unit at $800psf these days.
