May I know if you are referring to private condo or new EC ? For a copy of IC, it is necessary for buyer identity verification as required by MAS, otherwise if not furnished, developer has the right not to sell to the intending purchaser due to anti money laundering regulations requirement. For birth cert it is more for 3rd party payor purposes (ie parent issuing cheque on behalf of adult child, the intending buyer), for verification of relationship and again for AML requirements. Or if in new EC case, to show eligibility of family nucleus.

It is part of the legal process for the purchase. If you are going for balloting on first day of sale, submission of blank cheque with the supporting documents are required to participate in the balloting day. If you didn't get an unit you like, the cheque will be returned to you. If its already open for public sales, the 5% cheque typically can be used to book the unit immediately.

If you wish to book an unit or join in the balloting process, you are required to pass developer a copy of nric and a cheque.

If you are using third party cheque, birth cert is required to prove relationship to you.
