As both of you are married couple and fall under family nucleus, so your wife is unable to buy a HDB if you own a HDB. However, if u have plan to dispose yr condo and she buy under her name, that will be fine. But please note you would need to wait for 5 years before buying private.
Otherwise, a simpler solution would be for her to buy a private under her name and no ABSD if she doesn’t hold any other private condo.

If you decide to buy a private under joint names, there will be ABSD and will be basis of the higher ABSD, that is 20% if you are Singaporean buying second property.
