Dear sir,

Yes, ABSD is to be paid first before applying for remission if you can liquidate the existing home within the stipulated time frame from TOP of the purchased home. There is no way to change this arrangement therefore the only option is to rent on the interim. I am unsure about why you feel insecure in doing so, if you have already worked out the finances, perhaps if you are able to find a buyer for your current place to rent the apartment back to you on the interim, it will reduce the inconveniences in some way too.

One way could be to decouple your current EC ownership, so as to be able to free up one name to purchase as a 1st property, assuming the income power is sufficient enough to attain a loan required for your next condo purchase.

If you purchase as a joint name purchase for the next property , yes ABSD is payable upfront and can only be claim back after you sell your current property within 6 months of TOP of the next condo.

Dear Sir,

I have assisted many of my clients who are in the same situation as yourself. Some of them are luckier as they have options to stay with their parents and in laws. Others will rent an interim place to stay while they wait for their new place to be ready. There is an opportunity cost in renting an interim place to stay and therefore I will usually recommend them to keep their rental expenses to be as low as possible.

It is not advisable to pay the ABSD first as it is quite a hefty amount. As there are expenses involved in renting, it is important to purchase a project with upside potential in the future so that you can recover these expenses and at the same time enjoy the profits from the sale in the future.

1) Easiest way required resources to support.
2) Pay 12% ABSD to secure a unit now, stay in current EC until TOP. Sell EC within 6 mths upon key collection.
3) Disadvantage of using this method is your cash is tied up (ASBD), your limit on the 2nd loan of 45%, CPF usage is limited to fulfillment of BRS ($91k now).
4) 2nd method is to do decoupling. This is when both your income are $7k or more, also dependent on your current EC value. Need to do a more detailed calculation before can advise this is possible.
5) 3rd method is to sell current, rent, or stay with parents/in-laws which is becoming a norm in the current situation since the implementation of ABSD.
6) All the 3 methods are commonly seen. The most popular is the 3rd method.

Hi Sir,

This is a pretty common situation for upgraders, and there are a few options which you can consider.

Firstly, if your current EC is still under loan, your maximum LTV for your next purchase will only be at 45%. This means that on top of the ABSD, you will need to prepare for 55% of the next property, albeit progressive payment. You will also need to set aside Basic Retirement Sum in your CPF before you are able to utilize the balance to pay for the property. This method is very Cash intensive, and is probably only suitable for people with alot of funds on hand.

So, to avoid having to fork out the huge sums, you can probably look at 2 common methods:

1) Sell your EC, free up the funds, rent a place or shift in with your parents, while waiting for the project you bought to TOP.

2) Decouple your EC, by taking out one name, so that the outgoing party can purchase another property without incurring ABSD and also able to loan up to 75% LTV. No restriction on CPF usage as well.
