2) Yes, an SC can marry a foreigner (Work pass holder; this includes EP holder) to buy a resale HDB flat under the Non-Citizen Spouse Scheme.
3) The main difference is the amount of grants available.
(a) SC + FR = $25k (Half-housing grant) + $10k (PHG)
(b) SC + SPR = $40k + $20k (PHG)
4) If your salary is below $4.5k, you are also eligible for EHG.
5) No ABSD incur for SC + FR buying a matrimonial home.

Yes you will be able to purchase a HDB resale under foreign spouse scheme with you being the sole owner while your spouse(foreigner) being the occupier. The difference as compared to SC/SPR couple is for SC/SPR, both parties can be the owner. In addition you will get lesser grants as compared to a SC /SPR or full pledged Singaporean couple. Below are the grants eligible for each couple for your reference:
SC/SC couple:-
Family Grant - $50k/$40k
EHG grant- depending on household pay up to $80,000
PHG Grant- $20k/30K
SC/PR couple:
Family Grant - $40k/$30K
EHG grant- depending on household pay up to $80,000
PHG Grant- $20k/30K
SC/FR couple:
Singles Grant - $25k/$20K
EHG grant (singles) - depending on household pay up to $40k
PHG Grant - $15k/$10k

Yes, Singaporean with foreign spouse can purchase a resale HDB flat under the "Non-Citizen Spouse Scheme". Under this Scheme, the Singapore will own the flat solely, while the foreign spouse will be the "essential occupier" of the flat.

If the spouse is a SPR, they can purchase under "Public Scheme", which allows them both to be co-owners of the flat. This means they can potentially loan more (if the SPR is working), buy a bigger flat, as well as enjoy more Grants (CPF Housing Grant, EHG, PHG etc).
