Do you mean 1 owner and 1 essential occupier? As long as you fit the criteria set out by HDB in terms of family nucleus, it is possible. You can apply for HFE to find out more.

Hi,

1) There is no restriction on how to hold an HDB flat by a married couple.
2) It can be under:
(a) Sole owner
(b) Joint-Tenancy
(c) Tenancy-In-Common

3) There are pros and cons for different holding methods. I'm not going to elaborate here.
4) A married couple is allowed to choose any of the mentioned methods.
5) The only consideration for using the sole ownership. Only the owner's CPF OA funds can be utilized for the downpayment and monthly mortgage.
6) The occupier will automatically be the essential occupier when the flat is bought by a married couple.
7) The essential occupier will share the same MOP as the owner in this case.
8) Although the essential occupier does not own any shares in the HDB flat.
9) The HDB flat cannot be sold without the acknowledgment and consent of the essential occupier.
10) However, do note that the amount of grants available is still based on the household income and not solely on the owner.
