We will only be able to ascertain if any cash top up is required for your upgrade if we are furnished the various figures like outstanding loan, CPF utilitised for the flat inclusive of accrued interest. Hi,

1) It depends on where is your current 3-rm BTO, and your ideal area for a 4/5-rm resale flat.
2) If we are talking about the same area, a 4/5-rm flat definitely is more expensive than 3-rm BTO regardless of the remaining lease. Unless the lease difference is near to 40/50 yrs apart, which price might be very close.
3) I didn't quite able to apprehend your meaning of cash top-up over here. But guess cash top-up might not be necessary if your income is able to receive a sufficient loan.
4) I assume you are using an HDB loan now, thus if you intend to apply for an HDB loan again. You have to be aware that 50% of your cash proceed will be deducted to pay for your new purchase. This is to ensure a lower loan for your purchase.
5) Cash-Over-Value starts to become a return trend in today's market that you should be aware of as well. This amount cannot be covered using a loan and must be pay in cash.
6) Thus do careful in your next flat selection and do not overcommit unnecessary.
7) You may check on your current flat value and the 4/5-rm flat price in the new area you are interested in before you start your whole process.
8) Next would be to check on how much you can loan.
