Hi, i'm a Singaporean aged 30, earning $4K a month. I will be marrying my boyfriend who is a foreigner on EP. His monthly income is about $11K. We will be buying a property next year and we are looking at the various options that we have -

1) purchase a resale HDB flat under the non-citizen spouse scheme where i will be the main applicant and my bf will be the occupier. When applying for a bank loan, will they take into consideration the main applicant and occupier's income or only the main applicant's?

2) purchase a brand new or a resale private condo. Since he is a non-citizen, do we have to pay a 15% ABSD? According to the information on IRAS' website, the ABSD can be waived for a singaporean and non-citizen spouse who never had any prior property.

3) Alternatively, we might be able to purchase a brand new EC. Our combined income exceed the $14K ceiling slightly. What are the chances of appealing for eligibility to buy an EC? If we succeed, will the 15% ABSD apply?

Hi,

For (1), banks will consider income of both owner and occupier. For (2), you can apply for ABSD remission with IRAS if its your first matrimonial property purchased on your joint names, it will be case by case approval basis. For (3), for new EC purchase, you need at least SC-SPR status to apply. SC-FR under current rulings are not eligible for new EC.

    Hi Ivan, thanks for your reply. Regarding item 1, there seems to be contradicting comments on whether the bank will take into account our combined income or just my income. I've contacted 2 banks but have yet to hear from them.

let me help you with this.

Do take note that if you purchase a resale HDB under non citizen spouse scheme, only your income will be taken into consideration for mortgage application.

So with a single income, do you think you can purchase an ideal house?

For purchase of private property, you wont be subject to 15% ABSD even though your spouse is a foreigner. Reason being that IRAS will grant you exemption on the basis that this first property purchase is your matrimonial home because one of the married couple is Singaporean.

Lastly I am afraid to inform you that both of you are not eligible for new EC purchase as family nucleus needs at least a SPR in order to do so (SC-SC or SC-SPR).

After reviewing my explanation, which property do you think suits you guys better?

Good morning,

If you are looking at resale HDB unit under non-citizen spouse scheme, the mortgage will be computed based on your income.
If you are looking at private property, ABSD will not be applicable as this will be your matrimonial unit.
As for EC, you are not eligibility unless your spouse obtain SPR or SC status.

Regarding your questions, let me analyse for you.

1) If you're buying a HDB resale flat under non-Citizen spouse scheme, only your income will be assessed as you will be the owner of the HDB flat, with your spouse the essential occupier.

2) If you are buying a brand new or resale private condo, you DO NOT need to pay ABSD at all, as this is your first matrimonial home.

3) You are however not eligible to apply for a new EC as it requires your spouse to be at least a PR.

Hence, going forward, I think you should look at private condo that is within your means for your matrimonial home.

Will recommend not to take up grant if you decide to buy resale HDB as you need to pay resale levy of 50K upon you upgraded to EC. Both name will be tied to MOP regardless occupier or not.

Opt for resale EX condo, upon you comfort at 3 bedder from 850K onwards. Private property will demand a higher price tag accordingly.
