Hi gurus, my husband and I are sg chinese n we r keen to get units in Bishan. However, the current situation is that for quite a no of units we r keen, the chinese quota is full. Is there any way that the owner could appeal to sell to a Chinese?

There shouldn't be a problem if the seller are Sg chinese.

The ethnic proportions are updated on the first day of every month. So you can check again if Chinese is eligible to buy.

And if sellers are Chinese, then there won't any issue. Which HDB-type are you looking to buy, 4room or 5room?
