Of course you can buy a 2nd Pte property, as upon buying a resale EC is not bind by any HDB rules and regulations.

There is no regulation stopping you from purchasing a 2nd private property after purchasing a resale EC, nevertheless, I urge you to exercise caution before committing to the purchase as it'll be better to plan out your financial commitments prudently before commitment.
