Hi owner,

This should be sorted out prior to rental. In circumstances I know of, service and conservancy charges are borne by owners but can be worked out for tenant to pay.

Hi Curious,

The standard practice - S&C is paid by the owner, not the tenant. The tenant will pay for the PUB utility charges. Likewise in a private condo, the monthly maintenance fee is borned by the owner.
