Hi, yes you will still need the official HFE to start purchasing any flats. Your sibling will have to grant the OTP to you with a price in mind before you can apply for valuation to be done. However, if the price granted is over valuation, do note that the loan amount will only be granted up to the valuation amount.

Office HFE is required before you start the purchasing process. In addition, you will need to agree on the price, ink the Option To Purchase in order to apply for valuation request. So price has to be determined prior to applying for request for valuation.

HFE Needed for Purchase:

You'll still need the official HDB Flat Eligibility (HFE) letter before you can start looking for and buying a flat.
Sibling's Offer and Valuation:

Sibling's Offer: Your sibling will need to agree to sell the flat to you and set a selling price (mentioning "grant the OTP with a price").
Valuation: Once you have a price in mind, you can apply for an HDB valuation of the flat. Important: The valuation reflects the estimated market value of the flat.
Loan Amount and Valuation:

Loan Limit: The maximum loan amount you can get from HDB will be based on the lower of the two: the purchase price (agreed with your sibling) or the valuation amount.
Example:

If your sibling sets a price of $500,000, but the valuation comes back at $450,000, the HDB loan will be based on the lower valuation amount.
