Hi agents!
I'm a Singapore citizen married with a foreigner whom is currently holding spass and he is about to apply for PR.
Are we eligible to buy a resale HDB?
If possible, how does the payment work? Including hand cash and cpf. Hope to hear from u soon. Thanks!

Good afternoon,

Both of you are eligible to purchase a resale HDB under non citizen spouse scheme.

Do take note that the loan assessment will be based on your sole income as your spouse is still a foreigner.

The upfront payment will depends which loan are you taking.

HDB loan max 90% and 10% downpayment can be fully paid by cpf while bank loan max 75%, 5% downpayment needs to be in cash while the balance can be in either cash or cpf.

Other costs:
- buyer's stamp duty
- valuation fee $120
- resale application $80
- legal fee
- agent commission (min 1% of purchase price plus gst)
- cash over valuation if any.

It will be best to apply for HLE or IPA to assess your overall budget including any housing grants if any.

Your hubby's SPR application might take some time i think so you can weigh the options to buy now or wait for his SPR approval.

1) Yes, you are eligible to buy a resale HDB flats under the Non-Citizen Spouse Scheme.
2) You will be the sole owner as FR cannot be an owner of an HDB flat.
3) The loan you could receive is solely based on your income.
4) You are eligible for an HDB loan which I strongly recommended due to the low down payment of 10% which I believe will be very helpful in your purchase.
5) All property purchase in Singapore is subject to Buyer Stamp Duty (BSD).
6) You have to check how much you have in your CPF OA, this fund will need to cover your 10% + BSD if possible.

8) If you need grants to assist in your purchase. You are eligible for a Single grant; a sum of $25k and EHG if eligible.

Yes you will be able to purchase under non citizen spouse scheme and will also be able to obtain first timer grant. I have assisted various buyers like yours (first timer with foreign spouse). Do note that for this scheme, only you can be named as an owner while your spouse needs to be named as an occupier. In order to advise further, I will need more information. Hi Ms,

Yes, you're eligible to purchase a HDB resale flat with your spouse, under "Non-Citizen Spouse Scheme" if he's a foreigner, and under "Public Scheme" if he attains his SPR before your purchase.

The difference between the 2 schemes would be the ownership of the flat. For the former, you will be the sole owner of the flat. This means that loan assessment would be solely on your income. For the latter, both of you can be co-owners of the flat, and both incomes can be used for loan assessment.
