Hi,
1) Yes, you are eligible to buy a resale HDB flats under the Non-Citizen Spouse Scheme.
2) You will be the sole owner as FR cannot be an owner of an HDB flat.
3) The loan you could receive is solely based on your income.
4) You are eligible for an HDB loan which I strongly recommended due to the low down payment of 10% which I believe will be very helpful in your purchase.
5) All property purchase in Singapore is subject to Buyer Stamp Duty (BSD).
6) You have to check how much you have in your CPF OA, this fund will need to cover your 10% + BSD if possible.
7) You can look into the detailed cost and charges involved:
https://www.hdb.gov.sg/cs/infoweb/residential/buying-a-flat/resale/financing/costs-and-fees
8) If you need grants to assist in your purchase. You are eligible for a Single grant; a sum of $25k and EHG if eligible.
9) Next apply for an HLE to see how much financial assistance you can get:

10) Once you are done with your financial portion, you have to register an Intent to buy before rushing out to search for your home:
