At all times (past and present), there has been no regulation governing that tenants need not pay any commission for rental above certain price, however, there was only a guideline on commission collection previously which was widely practised for private rental above $3k a month.
In any cases, should you feel that you do not wish to pay any commission to the salesperson for the rental unit you intend to take up, perhaps you can do your own research on the list of properties available and call up the listing salesperson for enquiry. It will also be important for you to check in the first place if commission is applicable at your end prior to entering into any offer and agreement to take up rental.
Otherwise, like what Zhiwei has mentioned, would the salesperson be deserving of being paid should he/she have served you wholeheartedly in securing a unit for you?
