No, unfortunately, a single Singapore Permanent Resident (PR) above 35 years old cannot buy a resale HDB flat under the Single Scheme.

Here's a breakdown of the eligibility for resale HDB under the Single Scheme:

Eligible Applicants:

Singapore Citizen (SC) singles aged 35 years and above (unmarried, divorced, or widowed)
Orphaned SCs aged 21 and above
Ineligible Applicants:

There are two options for single PRs to buy an HDB resale flat:

Hi,

1) There hasn't been a single scheme for a single PR since the setup of HDB.
2) The government is encouraging all singles to get married as soon and give birth to solve the current aging problem.
3) The HDB is working towards to achieve this goal. This is the main reason that the family nucleus always has the highest priority against buying an HDB flat.
4) The current single-citizen scheme is meant for Singapore citizens only. This is because the government also recognizes their contribution to the country and they properly will not walk out from the country when they are needed.
5) Thus, if you decide to remain as a single. You will have to convert to be a citizen to be eligible to buy under the single citizen scheme.
