Can I buy a resale EC without disposing my HDB?

Afternoon,
After fulfilling your HDB's MOP requirement, you are eligible to purchase resale ECs as their are considered as private properties. However, do also note on the ABSD, if you are PR, and the loan limit that the bank will offer to you for the second purchase.
