Hi,
1) The SC must be at least 35 yrs old in order to be eligible for the 2-rm BTO under the Non-Citizen Spouse Scheme.
2) Your spouse's status of holding a work pass is fine.
3) All single SC schemes; Single Singapore Citizen Scheme, Non-Citizen Spouse Scheme & Joint Singles Scheme only eligible to apply for a new 2-rm flat in non-mature estates.
