Can a Long term visitor pass marry a singaporean,apply for EC?

For new EC, unfortunately, u need to be at least a Permanent Resident First.
However, another alternative is to buy a resale EC or a private condo.

Is there any reason why you are specifically looking at EC?
Alternatively, if your spouse is singaprean, he can look at purchasing a resale EC under his own name if it is between 6 to 10th year.
However, you can also consider private property as there won't be any restriction on your citizenship but do take note stamp duty apply.
