Hi

From what I understand, the foreigner sister is a Singaporean applying together with their mother who is also a foreigner. According to HDB rules, one may form a family nucleus with their parents and siblings (if any). As such, I do not find any problem in listing the foreigner as an occupier as long as he possesses a valid pass. I am well versed in HDB transactions.
