Under current HDB transfer of ownership policy:

1) The proposed owners (both remaining and incoming) and occupiers staying in the flat must be able to take over ownership of the flat under one of the existing eligibility schemes.

2) To cut long story short, eligibility includes a family nucleus, if single must reach or exceed 35 years old, etc.
3) Your daughter will no doubt inherit the HDB under the succession act. However, she will not be able to hold on to the flat under any available eligibility listed, regardless of whether she is 21 years old or not.
4) If any misfortune happens, I would suggest she to appeal to the HDB branch office for help.
