After negotiating with the owner or the flat, they agreed to let us have the keys on the 1st appointment with the hdb as they are no longer residing in the house. Is it possible for us to apply for the renovation permit during this period even though we are not the official owner yet?

Afternoon Missy,

I would assume you are purchasing the unit without the assistant of a property consultant.
You can get the owner's approval by getting them to sign the Renovation Idemnity Form.
