On 2 March 2023, the Minister of National Development Mr Desmond Lee announced new BTO balloting measures to increase the efficiency of BTO flat allocation.
From August 2023 onward, first-timer BTO applicants who secure a BTO ballot and do not choose a flat will be deemed second-timers for one year. On their second BTO application, if they still do not select a flat, they won’t be able to apply for a BTO flat at all for one year.

On the news, Dr Tan Tee Khoon, Country Manager – Singapore, PropertyGuru said: "First-time home seekers will likely remain undeterred when applying for HDB BTO flats. The latest announcement is meant to reduce the number of people who decline to pick an HDB BTO flat and ensure more efficient allocation so that those who need a flat can secure it more quickly. Homebuyers eligible for the extra ballot who are not selective and prioritise their urgent needs will stand a better chance of getting a home.
"Meanwhile, those who do not select a unit due to a mismatch between what is available and their requirements will likely move to the resale market.
"We do not envisage any impact on the market due to the latest announcement in the immediate term until after the August BTO exercise launches. We may start seeing more demand or views for properties in the resale HDB market as they browse for homes that meet their needs.
"That said, the market will likely recalibrate and stabilise by next year after some volatility as home seekers grow accustomed to the new regulations."
That’s definitely something to take note of when filling up your BTO application this BTO season! In the February 2023 BTO launch, 4,428 units of BTO flats are offered in four estates, including mature estates Kallang/Whampoa and Queenstown, and non-mature estates Jurong West and Tengah.
Two of the five sites fall under the Prime Location Public Housing (PLH) model: Farrer Park Fields of the Kallang/Whampoa 2023 Feb BTO launch and Ulu Pandan Glades of the Queenstown Feb 2023 BTO launch.

If we were to place bets on which of the two launches will get the lion’s share of attention, we’ll pick the Farrer Park Fields Kallang/Whampoa 2023 Feb BTO launch, which is next to Little India MRT station.
The other BTO 2023 Feb Kallang/Whampoa site, Rajah Summit, is located between the Kallang River and Sungei Whampoa waterways, some distance away from Toa Payoh MRT station.
For buyers on a budget, the BTO 2023 Feb Jurong West launch, Jurong West Crystal, is the most affordable launch. The Tengah 2023 Feb BTO launch, Brickland Weave, comes a close second. However, buyers may have to be prepared to put up with construction for many years after moving in due to the neighbourhood being under heavy development.

Located along Jurong West Street 93, about eight minutes’ walk from Pioneer MRT station on the East-West Line, the 2023 Feb BTO Jurong West site is located just north of Jurong West’s industrial swathe. Those looking to snag a home near the Jurong Lake District may want to consider Jurong West Crystal.
There is a wide selection of schools in the vicinity, including River Valley High School. Sports and fitness lovers will enjoy the Jurong West Crystal site’s proximity to Jurong West Sport Centre and the Jurong West Park Connector. NTU students also take the 179 feeder bus from the Pioneer MRT station bus stop into the school.
Only 85 3-room and 186 4-room flats are available in this HDB BTO Feb 2023 launch. The absence of 5-room BTO flats might exclude larger households, and the limited supply could cause these Jurong West Crystal flats to be challenging to successfully ballot for.

There are two Kallang/Whampoa sites in the 2023 Feb BTO launch, housing a total of 1,784 flats.
The first site is the Jalan Rajah site, Rajah Summit, consisting of 510 3-room and 4-room flats. The second site is Farrer Park Fields which comprises 1,274 units of 2-room Flexi, 3-room and 4-room flats. The Farrer Park Fields is bounded by Race Course Road, Hampshire Road, and Farrer Park Road, and falls under the PLH model.
The Rajah Summit Kallang/Whampoa 2023 Feb BTO site enjoys a scenic location by the Kallang River and is about 14 minutes’ walk from Toa Payoh MRT station on the North-South line (NSL). Rajah Summit is also within walking distance of a plethora of sporting facilities, including Toa Payoh Swimming Complex, Toa Payoh Sports Hall and Toa Payoh Stadium. On the downside, the Rajah Summit Kallang/Whampoa HDB BTO Feb 2023 site is not as centrally located as the Race Course Road site and there are not many schools in the vicinity.
By comparison, the Farrer Park Fields Kallang/Whampoa BTO 2023 Feb site occupies a much more desirable location in the heart of the city. Farrer Park Field is right beside Little India MRT station, 12 minutes’ walk from Farrer Park MRT station and 17 minutes’ walk from Jalan Besar MRT station. An enviable spread of amenities can be found within walking distance, including Tekka Centre and Little India Arcade.

With only 732 3-room and 4-room Queenstown flats up for grabs this time, expect the competition for the Ulu Pandan Glades flats to be strong. Ulu Pandan Glades falls under the PLH model
The Ulu Pandan Glades BTO 2023 Feb launch will be bounded by Ghim Moh Link and Commonwealth Avenue West. It is about seven minutes’ walk from Dover MRT station and 14 minutes’ walk from Buona Vista MRT station.
Other than the city centre being a direct MRT ride away on the East-West Line, the Ulu Pandan Glades Queenstown BTO 2023 Feb site’s proximity to attractive amenities and lifestyle destinations such as Ghim Moh Market and Holland Village make it a key draw.
For parents with kids, there is an abundance of sought-after schools in the vicinity such as Anglo-Chinese School (Independent) and Fairfield Methodist Secondary School, as well as tertiary institutions like Singapore Polytechnic (SP), School of Science and Technology (SST) and ESSEC Business School.

The BTO 2023 Feb launch will see yet another batch of flats in Tengah becoming available. Brickland Weave offers 1,641 2-room Flexi, 3-room, 4-room and 5-room flats.
The Brickland Weave HDB BTO Feb 2023 site is bounded by Brickland Road and Tengah Boulevard, and is under 20 minutes’ walking distance from the future Jurong Region Line (JRL) MRT station Choa Chu Kang West, expected to open in 2027.
The Singapore government has big plans to turn Tengah into a sustainable town with lots of green spaces. However, BTO applicants should know that they will have to put up with extensive construction and a lack of established amenities until Tengah comes into its own, which could take many years.
On the bright side, Tengah’s affordable prices could make it a key draw for cash-strapped young families looking for a starter home.

The wait time for the upcoming BTO launch construction is between 47 to 68 months. If you need a home urgently, consider purchasing an HDB resale flat, or applying for the Open Booking of Flats (OBF) and Sale of Balance Flats (SBF) exercises in March 2023 and May 2023 respectively (fresh supplies of flats will be released then, keep an eye out for them on the HDB portal).
