My parents bought our 4 room flat in 1989. In year 2000, I added my name as joint-tenancy to the flat so as to use my CPF to make payments to the flat. Do I need to pay levy if we sell the flat to purchase a new flat, with me as sole-owner to the new flat?

You would need to know the following before getting an answer to your questions:
Did you parents purchase the unit in the resale market or was it a new flat?
If it's a resale market, did they enjoyed any Housing Grant and HDB loan?
Are you aware that new HDB flat are normally opened to married couples?
