I'm a Singaporean citizen and buying a resale HDB flat in joint name with my mum, who is a PR. For the ABSD, is the rate based on my citizenship (0%) or on hers (5%)? I've heard that it should be 0 as an SC, and not my mum's 5%. Would appreciate your clarification on which is correct. Thank you.
