I own a HDB 4RM Flat with my mum and i am the only sole payer(cpf) for the flat. Im planning to sell to HDB flat off to get a EC with my gf and let my mum stay in. However, my mum refused to sell off the current flat. The flat is out an outstanding loan of 100K from bank. Is there anyway i can sell of my flat or even sell off my share to other? My mum got no saving and no cpf to buy over my share. How can i get back my cpf contribution from this flat? Is there anyway that i can get withdrawn from this flat without my mum agreement?

Morning,

This unit is purchased under both your mum's name and you. Hence without her consent, you are unable to sell it off. As per your statement, your mum do not have the financial ability to purchase over your share, hence you are kinda stuck without much choices. You can only get your siblings, with HDB approval, purchase over your share and be the co-owner of the unit with your mum.
