hi there, I have done a few such transactions. If you are purchasing a HDB in the open market and you are a Singapore Citizen, yes you may do so.
As you are most likely a first timer, there are a few CPF housing grants that you are entitled to. If you wish me to elaborate on these various housing grants as well as your spouse in future should they get Singapore Citizenship, then you may apply for a top-up grant at a later stage as well.
