Prior to HDB completion, you should have an inspection done to the unit so you may wish to take that opportunity to establish connection with the sellers. Besides, if sellers are still residing there and you have the address since you have bought the property, no one is stopping you to make visits to the unit to speak to the owner to make arrangements for visits, nevertheless, it will definitely be helpful if you can plan the visits as few as possible to minimise any inconveniences caused.
