Dear Sir,

I am a first time buyer for resale HDB flat but confused and worry to have unpleasant experience.

Are the listings in Propertyguru posted by sellers' agent? If I am interested in a unit and contact the agent, is he supposed to act as buyer's agent and provide necessary service for buyer as well?

If yes, is there a conflict of interest or against any rules since an agent can't represent both seller and buyer?

In this case, am I supposed to get myself a buyer's agent first before contacting the agent who post the listing?

If yes, how do I get one? Is the buyer's agent supposed to provide 1-stop service from finding a house, paperwork, etc to purchase completion?

If yes, are agents willing to be my buyer agent since I find the house in Propertyguru myself? Commission still 1%?

Do buyer need to buy valuation report of the resale flat? Pls advise how to get it. Do I buy it from HDB or is it buyer's agent's job?

Morning Sheryl,

Under CEA ruling, only authorised salesperson are allowed to market the unit for the seller. Hence this salesperson is representing them. It's not allowed by law for this salesperson to represent you which will be result in conflict of interest.
It would then be advisable to engage a salesperson to represent you, who will work on units that's within your expectation and requirement. Hunting and viewing of unit, execution of paperwork and working in sync with your financial ability is our responsibility. Most seller would prepare the valuation report which the buyer would need to buy over when the deal is to be sealed. This valuation report would allow the buyer to get the necessary mortgage loan and withdrawl of CPF monies.

Hi Ms Sheryl,

It is against CEA's guidelines for agents to represent for sellers and buyers. Thus it is advisable to get a agent to represent you and assist you with the paperwork, house hunting, financial calculations and negotitation on the buying price. The commission payable will be 1% + GST. As for the valuation report, the seller's agent would have a copy of it, you will have to buy it over should you decide to purchase that unit.

Hi Sheryl,

I would suggest that you just appoint an agent to represent you and this agent will help do the job by searching Propertyguru or some other websites.

The commission is usually kept at 1%. By having an agent to represent you, it will save you time and hassle especially viewing units that are of your preferred location and proper documents to sign during closing. Cheers!
