Good afternoon,

US Citizen is accorded the same stamp duty treatment as Singaporean under FTAs.

So if US citizen buys first private residential property, he/ she will have to pay the 3 or 4% buyer's stamp duty. No ABSD applicable.

Even he/ she decides to buy first residential property with a foreign spouse, IRAS will treat it as a matrimonial home between a SC with a foreign spouse. No ABSD applicable even its purchased with a foreign spouse.

Unless the nationality of the couples falls under Iceland, Liechtenstein, Norway Switzerland or USA, no ABSD is required to be paid..

Hi Sir,

Yes under Free Trade Agreement US citizen need not pay absd.

If I understand correctly your statement, there is a total of 4 persons. USA couple and 1 more pair. If this is the scenario, please do drop me a line. I might have a solution.

Can a pair of US Citizen + Foreigner couple buy their first condo in Singapore without ABSD? None of the couple is Singapore PR.

My assumption of your query is a US citizen + Foreigner couple buy first home in Singapore.
US citizen should register as owner only to avoid ABSD.
If foreigner wish name to be included in the title deed, then a 15% ABSD will be incurred.
