Good afternoon,
US Citizen is accorded the same stamp duty treatment as Singaporean under FTAs.
So if US citizen buys first private residential property, he/ she will have to pay the 3 or 4% buyer's stamp duty. No ABSD applicable.
Even he/ she decides to buy first residential property with a foreign spouse, IRAS will treat it as a matrimonial home between a SC with a foreign spouse. No ABSD applicable even its purchased with a foreign spouse.
