Part II: Why should you ensure that your home is within 1km of a top primary school?
This is because Singapore’s Ministry of Education (MOE) gives enrolment priority to children whose residences are within 1km of the primary school where they are enrolling during the annual (P1) registration exercises.
Nonetheless, the home-to-school distance criterion only applies to Phase 2A(1) to Phase 2C Supplementary of the registration process. Overall, there are three main phases – Phase 1 to Phase 2 are only open to children who are Singapore citizens and permanent residents (PRs), while Phase 3 is solely intended for foreigners. The details for all phases and subphases are indicated below.
PHASE 1 is only open to kids who have a brother or sister studying at the primary school of choice. All children registered under this phase will be given places in the school.
PHASE 2A(1) only caters to kids, one of whose parents is a former pupil of the primary school and has officially joined the institution’s alumni association. The phase is also open to children, one of whose parents is a member of the school’s advisory body or management committee.
PHASE 2A(2) is only intended for kids, whose sibling or parent had studied in the said primary school of choice. The phase is also open to children, whose parent is currently an employee of such school. It also caters to kids who were enrolled from the MOE Kindergarten run by the primary school of choice and located in the same area.
PHASE 2B is only intended for children, one of whose parents had helped the primary school of choice as a volunteer and rendered a minimum of 40 hrs of voluntary service. Please do note that some primary schools do not accept parent volunteers.
Enrolment is also open to those whose parent is a member endorsed by a clan or church directly affiliated with the primary school, or endorsed as an active community leader, can also register during this phase.
PHASE 2C is open to Singaporean and PR children, who are eligible for Primary One in the subsequent year but have not yet registered in a primary school. These are typically kids who have not yet enrolled in the prior phases for failing to meet the required conditions.
PHASE 2C SUPPLEMENTARY is intended for kids, who are Singapore citizens and PRs, who have not yet enrolled in a primary school after PHASE 2C. Please note that Singapore citizens and PRs who have not yet been enrolled after Phase 2C Supplementary can request the MOE to help their children register with a primary school that still has vacant slots.
Lastly, PHASE 3 is only open to kids who are neither Singapore citizens nor permanent residents, whose parents submitted an online indication of interest to enrol their children and have been told by MOE that they can be provided with a slot.

Singapore citizens are prioritized over PRs
Please bear in mind that all applicants, both Singapore citizens and PRs, will be admitted if the total number of applications in any phase is equal or less than the number of vacancies.
But if the number of applicants surpasses the number of available slots a computerised balloting will be held and Singapore citizens will always be considered first before permanent residents. The home-to-school distance criterion will also be applied per group.

For instance, a primary school has 50 vacancies in a specific phase, but there are 70 kids applying. There are 40 Singapore citizens within 1km and another 12 living between 1km and 2km, in addition to 6 living outside 2km. On top of that, there are 12 PRs who also registered. In this case, all 40 Singapore citizens within 1km will be admitted, while only 10 out of the 12 Singapore citizens will be allowed to enrol with a computerised balloting deciding the selection.

In addition, please keep in mind that the Ministry of Education will reserve 40 slots in every primary school for applicants in Phase 2B and Phase 2C (20 slots for each phase). If there are still slots remaining at the end of Phase 2B, the leftover vacancies will be added to Phase 2C. This is to make sure that some PR and foreign children can gain access to primary schools across Singapore.
How do I register my children at a primary school?
The number of Primary One slots each institution will offer for their respective Exercise will be announced in June each year before the application period begins. Parents may check Primary Schools Vacancies by Phases for particulars on the available slots for each school.
Registration will be held at the primary school where you want to enrol your child. The period allotted for the registration process is from 8am to 11am and from 2:30pm to 4.30 pm during the scheduled registration day.
A parent needs to submit a duly completed registration form – which you can be obtained from the school during registration – along with the required supporting documents to the primary school of choice.
If the parents are not available during the registration period, they can authorize an individual to register their child on their behalf. However, that person must bring the original letter of authorization signed by the parents and any valid IDs.
If you are registering using the address of your sibling (parent’s brother or sister) or the domicile of the grandparents, you need to submit a statutory declaration. In such case, the school distance to be used will be based on that address. For example, if your parents (grandparents) are living within 1km, then for balloting purpose, your child will be given such priority. How do I check which primary schools are within 1km of my home?
Aside from Google map, a much easier way to know which schools are within a 1km radius of your home is to look up the OneMap SchoolQuery Service run by the Singapore Land Authority (SLA).
Directions on using the OneMap SchoolQuery Service:
- Go to the OneMap website.
- Choose the "SchoolQuery service".
- Read the "School Query Disclaimer" and click "I Agree".
- Click on the “Find Schools near a building” option.
- Input your residential address in the "Search and Explore" box. The address of your home will be displayed in the dropdown address list. Alternatively, you may input the name of your development.
- After selecting your address, a list of "Schools within 1km" and "Schools between 1km and 2 km" will be shown.

How will I know the results of the balloting?
Parents of Singapore citizens and permanents residents will be informed about the outcome of the registration during the result announcement date via postal mail and Short Messaging System (SMS). How long should I stay at the home, whose address I used for P1 registration?
A kid who was successfully enrolled into a primary school via the distance criterion must live at the domicile used for the application for at least 30 months from the start of the P1 registration exercise. If this requirement is flouted, the Ministry of Education may transfer the child to another primary school with vacant slots.
