A Parent Guide to Primary 1 Registration in Singapore
Quick answer: Parents preparing for the 2027 Primary 1 Registration Exercise should first confirm their child’s registration year, identify the earliest phase they qualify for, verify their address category through OneMap, and track MOE’s dates and vacancies. The 2027 exercise is for Primary 1 entry in 2028 and introduces more reserved Phase 2C places plus a two-track system at 12 schools. Distance does not guarantee admission, and MOE has not yet published the 2027 registration calendar.
You may have a primary school in mind long before registration opens. The next step is working out when your child should register, which phase they qualify for and whether your home address affects admission priority.
These are separate questions. Living close to a school does not create an alumni or volunteer connection, and qualifying for a phase does not necessarily secure a place. For Primary 1 registration, it helps to settle the eligibility questions before making a school shortlist or committing to a move.
This guide distinguishes the 2026 exercise, for children entering Primary 1 in 2027, from the 2027 exercise, for entry in 2028. The announced Phase 2C changes start with the latter. Exact application and result dates should always come from MOE’s calendar for your child’s exercise.

Confirm the registration year before the dates

MOE’s Primary 1 registration overview explains that registration is for mainstream primary school admission in the following year. A search for "P1 registration 2027" can therefore refer to two different cohorts.
2026 exercise
January 2027
If already placed, follow the school’s joining instructions
2027 exercise
January 2028
Prepare for the next exercise and check its confirmed calendar
For the 2026 exercise, MOE’s published birth-date window was 2 January 2020 to 1 January 2021, inclusive. Westwood Primary School’s registration notice identifies the next cohort as children born from 2 January 2021 to 1 January 2022, inclusive, entering Primary 1 in 2028. Confirm your child’s registration year through MOE’s checker, especially for a January birthday or a non-standard entry arrangement.
Use MOE’s registration phases and key dates to record the opening time, closing time and result date for your eligible phase. Keep international-student deadlines separately because their preparatory application is not the same as the citizen and Permanent Resident registration process.
If your child should enter Primary 1 in 2027 but has no placement, contact MOE promptly about the appropriate next step rather than waiting for the 2027 registration exercise.

Understand the Primary 1 registration phases

MOE’s framework has five phases for Singapore Citizen and Permanent Resident children. International students follow the separate Phase 3 route.
The eligibility categories below follow the phase guidance published by Gongshang Primary School. Read the qualifying relationship precisely because general familiarity with a school is not a registration category.
1
A child with a sibling currently studying at the school
The sibling connection
2A
A parent or sibling is a former student; a parent is school staff or on its Advisory or Management Committee; or the child attends the MOE Kindergarten under the school’s purview and located within it
The qualifying school connection
2B
A qualifying parent volunteer, a parent endorsed by the directly connected church or clan, or an endorsed active community leader
The required service or endorsement
2C
A child not yet registered in a primary school
The school choice and available places
2C Supplementary
A child still unregistered after Phase 2C
Schools with remaining vacancies
Phase 2C is not limited to children whose parents have no school connections. It also covers eligible children who remain unregistered after earlier phases. Likewise, attending a nearby preschool does not by itself establish the specific MOE Kindergarten connection described under Phase 2A.
If an earlier application is unsuccessful, identify the next phase your child qualifies for and make a fresh plan around its vacancies. Do not assume an unsuccessful application automatically becomes an application in the next phase.

Check Phase 2B requirements well ahead

The parent-volunteer route needs preparation before registration year. Gongshang’s published guidance requires joining by 1 July of the preceding year and completing at least 40 service hours by 30 June of registration year. Applied to the 2027 exercise, those dates are 1 July 2026 and 30 June 2027.
A school may set an earlier application or service-completion deadline. Westwood’s notice, for example, specified an application window in 2026 for the 2027 exercise and expressly said that Phase 2B eligibility does not guarantee admission.
If you have not already joined an eligible scheme for 2027, check your position with the school. A willingness to volunteer now should not be treated as established eligibility. Church, clan and community-leader routes also require the relevant endorsement rather than membership or participation alone.

What changes from the 2027 exercise

Under MOE’s announced revised framework, the following changes apply from the 2027 exercise for Primary 1 entry in 2028:
  • Phase 2C reserved places increase from 40 to 60 at schools with at least 180 Primary 1 places. Schools with fewer than 180 places retain 40.
  • Phase 2B retains 20 reserved places.
  • At 12 schools, Phase 2C places are divided between applicants living within 2 km and those living beyond 2 km. There is no distance priority within either track.
The 12 schools are:
  • Anglo-Chinese School (Junior)
  • Anglo-Chinese School (Primary)
  • CHIJ (Katong) Primary
  • Methodist Girls’ School (Primary)
  • Nanyang Primary School
  • Ngee Ann Primary School
  • Pei Hwa Presbyterian Primary School
  • Raffles Girls’ Primary School
  • Singapore Chinese Girls’ Primary School
  • St. Margaret’s School (Primary)
  • Tanjong Katong Primary School
  • Tao Nan School
The 40 or 60 places are reserved minimums, not necessarily the final Phase 2C vacancy count. Places remaining from earlier phases can affect the number available when Phase 2C opens, so check MOE’s exercise-specific vacancy updates.
Singapore Citizens retain priority across both tracks. Unused places in one track pass to citizen applicants in the other before Permanent Resident applicants are considered. Earlier-phase priority remains; the scheme does not remove distance considerations from every phase or school.
For a citizen family considering Phase 2C at one of these schools, a home within 1 km no longer ranks ahead of one between 1 km and 2 km within the same track. This changes the admission comparison, although the shorter journey may still matter every school morning.

How distance and balloting affect admission

At schools and phases using the usual distance-priority framework, MOE’s distance guidance gives priority by citizenship first, then distance. Singapore Citizens are considered in the within-1-km, between-1-km-and-2-km, and beyond-2-km categories, followed by Permanent Residents in the corresponding order.
If applicants exceed the places available to their priority group, balloting may be required. Being within 1 km does not guarantee admission. Nor should a Permanent Resident family assume that proximity places their child ahead of a citizen living farther away.
MOE’s overview also identifies a Permanent Resident intake cap for Phases 2C and 2C Supplementary. Permanent Resident families should check the applicable school and exercise information alongside distance and vacancies.
Use MOE’s vacancies and balloting updates to understand the position for your phase. Previous results can inform a shortlist, but they are not a forecast because the intake, eligible applicants and families’ choices can differ. A school that admitted all applicants previously may still need a ballot in another year.

Check the address before making housing plans

Use the Singapore Land Authority’s OneMap School Query service to check the home-school distance category for the exact address. Raffles Girls’ Primary School’s registration guidance directs parents to this service. A listing’s walking distance or "near school" description is not the same check.
MOE’s home-address guidance is also relevant if you are moving, renting or considering a caregiver’s address. An address must meet the registration conditions; owning a nearby property alone should not be treated as sufficient.
For a child who gains admission through distance priority using an existing home address, MOE’s published guidance requires residence there for at least 30 months from the start of the registration exercise. This is not simply a requirement to stay until results day. Confirm the applicable residence period and starting point for your particular arrangement.
Caregiver addresses, completed resale purchases and properties that are not yet completed have additional conditions and documentation. Do not assume the same move-in deadline applies to all three. Before relying on one, establish the accepted address, required evidence, move-in timing and residence undertaking with MOE.
When comparing HDB flats for sale, separate those registration checks from the practical journey: crossings, shelter, transport and who can accompany or collect your child. For apartments and condos for rent, also consider whether the tenancy supports the period you need to live there. Avoid making a housing commitment on the assumption that one preferred school is assured.

Prepare and submit the application

MOE’s registration instructions are the starting point for the submission process. Parents of citizen and Permanent Resident children use Singpass to access the Primary 1 Registration Portal, view eligible phases and schools, register, and check results. Results are also notified by SMS.
Before your phase opens, have these details ready:
  • Your child’s identity details and applicable citizenship status.
  • Working Singpass access and current contact details.
  • The address you intend to use and any supporting documents required for a special arrangement.
  • Evidence or school confirmation for the connection relied on in an earlier phase.
  • The application deadline, result date and next eligible phase if unsuccessful.
These are preparation categories, not a universal document checklist. Follow the portal and school’s requests for your circumstances. Check the selected child, school and address before submitting, then retain the submission acknowledgement. If you need to change a choice, follow MOE’s current withdrawal and re-registration instructions rather than submitting duplicate applications.

International students have a separate route

Children who are neither citizens nor Permanent Residents should follow MOE’s international-student Primary 1 instructions. Corporation Primary School’s admission guidance confirms that the process includes an earlier Indication of Interest, which is required before Phase 3 participation.
Do not wait for Phase 2C dates or assume a sibling connection gives access to Phase 1. Record the Indication of Interest deadline and subsequent MOE instructions separately, and keep alternative schooling arrangements in view. Expressing interest should not be treated as an offer of a place.
Families considering deferment, special education or a return from overseas should also consult MOE about their child’s route before relying on the standard timeline.

Build a shortlist you can use after results

For each feasible school, record your eligible phase, the checked address category, relevant vacancies and the daily transport and care arrangements. Keep an alternative you would be comfortable using if your first application is unsuccessful. Once placed, follow the school’s joining instructions and confirm practical arrangements such as student care and transport directly with the providers.

FAQ

Yes. Phase 2C covers eligible citizen and Permanent Resident children who are not yet registered in a primary school. You do not need to create a volunteer or alumni connection to use that phase.

No. Admission depends on the applicable phase, citizenship priorities, available places and demand. From the 2027 exercise, the designated schools' Phase 2C Two-Track Scheme also removes the distinction between within 1 km and between 1 km and 2 km inside the within-2-km track.

No. Parents Gateway's official FAQ confirms that the app is not the Primary 1 registration portal and access to it is not required to register. Use the registration route linked from MOE's Primary 1 website.
