will the government imposed another cooling measures next year? will there be 2nd timers levy for private property and MSR ruling for private property in 2014?I'm thinking of upgrading to EC or private condo but not sure to go ahead or wait for government to unwind the policies.

Hi. Would not propose to speculate whether government rules and regulations would change next year. I would suggest to look at your upgrading goals and plans and to plan based on this requirements.
