What is the minimum age of a trustee? is it 18 or 21

Hi,
1) Under a trust arrangement there are 3 parties involved; grantor, trustee & beneficiary.
2) Grantor and the trustee must be at least 21 yrs old because they need to be able to be legally responsible for their action.
3) Beneficiary can be of any age.
