No rules, except to prevent your interests. It always best to buy foreign property from real estate agency in SG to avoid pitfalls of project not completed. You can still get compensation if the paperworks done in Singapore.

Foreign real estate purchases are governed by the respective countries' and state regulations. If loan is required and supported by a local bank, the TDSR will apply for loan considerations. Alternatively you may explore off shore banks for such loans. Do your homework before committing to any overseas purchases as there are many projects out there.
